Budget Office

The Budget Office is a part of the Division of Finance and Business and is physically located at 150 McLaurin Hall. Our office telephone number is 803/323-2164. The responsibilities of the Budget Office include, but are not limited to:

  • Maintenance and general oversight of all university budgets
  • Review and approval of budget and funding information on all ePAFs and student hiring proposals
  • Banner Finance security user setup and maintence
  • Vendor setup and maintenance

Winthrop's fiscal year begins July 1 and ends June 30.  

Budgeting refers to monies before they are spent.  Accounting or expenses refers to money that has already been spent.  Encumbrances or commitments means a process has begun for wages or purchases, but the expense has not yet been paid.  Commitment amounts reduce the amount of budget available.
