WHEREAS, pursuant to S.C. Code Ann. §59-125-1, et. seq., the Board of Trustees of Winthrop University was created and established as a body corporate for the purpose of effectuating the educational mission of Winthrop University; and
WHEREAS, pursuant to the Winthrop University Board of Trustees Bylaws art. VIII, §2, the Finance Committee has the responsibility to consider, in collaboration with the Strategic Planning and Facilities Committee, any needed revision(s) of institutional capital planning and any new construction or renovation projects with costs exceeding $250,000; and
WHEREAS, the Board has reviewed and considered the proposed facilities and infrastructure projects and finds these projects essential for the safety, preservation and enhancement of the University’s physical assets; and
WHEREAS, the proposed projects have been thoroughly vetted with bids received and assessed for compliance, cost-effectiveness, and capability, resulting in the selection of responsible bidders for each project; and
WHEREAS, the funding for these projects has been secured through the State of South Carolina or private gifts, and the administration has deemed the projects financially viable and in line with the University’s budgetary constraints and fiscal responsibility.
THEREFORE, BE IT RESOLVED the Winthrop University Board of Trustees hereby approves the facilities and infrastructure project contracts as presented by the administration, specifically:
a. DiGiorgio Campus Center Career Development and Internships (CDI) renovation by Heartland Construction, for $618,700
Scope is to renovate the bookstore space on the first floor to include the career center. Heartland Construction is the low bidder; project is state funded.
b. Fuel Tank Demolition Civil Phase by First Class Construction, a JOC contract, for $356,969.45
Scope is to partially demolish the original fuel tank containment structures, grade the site for future development, and make landscaping improvements. Project is state funded.
c. West Center PESH Lab by Johnson Laux, a JOC contract, not to exceed $448,000
Scope is to renovate two West Center racquetball courts to create a new PESH sports science lab space to replace lab space from the Lowenstein Building. Project is state funded.
Additionally, the Winthrop University Board of Trustees hereby approves the following projects as presented by the administration, specifically:
d. Withers – Winthrop Coliseum WiFi upgrade, state-funded project cost of $1M
Scope is to renovate the WiFi in the Withers Building and the Winthrop Coliseum to improve connectivity for students, faculty, staff and visitors. Work to include new switches, access points and wiring/fiber. State funded through Maintenance, Repair and Replacement funds.
e. Tennis Center renovation, gift funded $900,000
Scope is to renovate the asphalt courts to create new pickleball courts and to upgrade the court lighting if funds allow.
BE IT FURTHER RESOLVED that the Secretary to the Board of Trustees shall certify that the Winthrop University Board of Trustees approved this resolution on the 25th day of June, 2026, in a regularly scheduled meeting. Such resolution shall be maintained and publicly posted by the Secretary of the Board in a time and manner as required by law.
