WHEREAS, pursuant to S.C. Code Ann. §59–125–1, et. seq., the Board of Trustees of Winthrop University was created and established as a body corporate for the purpose of effectuating the educational mission of Winthrop University;
WHEREAS, pursuant to the Winthrop University Board of Trustees Bylaws art. IV, §H, it is the Board of Trustees’ duty to oversee and set policies for the governance of the University, including the establishment of rates and fees applicable to student services and support;
WHEREAS, the First Day Complete® program, in partnership with Barnes & Noble College, is a course material delivery model that ensures students have access to all required course materials on or before the first day of class, thereby promoting academic preparedness, convenience, and affordability;
WHEREAS, student feedback and institutional data indicate that implementation of First Day Complete® would enhance student outcomes, reduce stress associated with course material access, and result in an average savings of 42% on course materials;
WHEREAS, it is in the best interest of Winthrop University to adopt a predictable and equitable pricing model that allows all students the opportunity to benefit from timely, bundled access to course materials, with the flexibility to opt out of the program;
NOW, THEREFORE, BE IT RESOLVED, the Winthrop University Board of Trustees hereby adopts the following rate for participation in the First Day Complete® program, effective Fall 2026:

$22.00 per credit hour
BE IT FURTHER RESOLVED that the Acting Secretary to the Board of Trustees shall certify that the Winthrop
University Board of Trustees approved this resolution on the 1st day of May, 2025,
in a regularly scheduled meeting. Such resolution shall be maintained and publicly
posted by the Acting Secretary of the Board in a time and manner as required by law.
