WHEREAS, pursuant to S.C. Code Ann. §59–125–1, et. seq., the Board of Trustees of Winthrop University is created and established as a body corporate for the purpose of effectuating the educational mission of Winthrop University; and
WHEREAS, the Board of Trustees, in its bylaws, is responsible for ensuring the University’s fiscal integrity through oversight of financial resources and assets including approval of annual operating budgets and proposed capital projects; and
WHEREAS, the Board of Trustees adopted a balanced budget for FY2026 following the implementation of $2.7M in systemic reductions of budget requests; and
WHEREAS, the University has adopted the principles of conservatism as a key part of its budgeting philosophy; and
WHEREAS, the University has experienced significant enrollment growth yielding an estimated $3M more than budgeted revenues for the 2026 fiscal year; and
WHEREAS, the University’s Budget Committee has recommended using a portion of these additional revenues to partially offset the reduced budget request in furtherance of the University’s mission; and
WHEREAS, President Edward Serna requests approval to allocate additional budget from the $2.8M identified as revenues in excess of budget.
THEREFORE, BE IT RESOLVED that the Winthrop University Board of Trustees approves $1.8M of funds identified as revenues in excess of budget to restore a portion of the budget request reduction.
NOW, THEREFORE, BE IT RESOLVED that the Secretary to the Board of Trustees shall certify that the Winthrop University Board of Trustees approved this resolution on the 30th day of October, 2025, in a regularly scheduled meeting. Such resolution shall be maintained and publicly posted by the Secretary of the Board in a time and manner as required by law.
