Resolution Regarding the Approval of Phelps Roof Replacement, Chick-fil-A Refresh, and Tillman Renovation (Architect Selection) Contracts

WHEREAS, pursuant to S.C. Code Ann. §59–125–1, et. seq., the Board of Trustees of Winthrop University was created and established as a body corporate for the purpose of effectuating the educational mission of Winthrop University; and

WHEREAS, pursuant to the Winthrop University Board of Trustees Bylaws art. VIII, §2, the Finance Committee has the responsibility to consider, in collaboration with the Strategic Planning and Facilities Committee, any needed revision(s) of institutional capital planning and any new construction or renovation projects with costs exceeding $250,000; and

WHEREAS, the Board has reviewed and considered the proposed facilities and infrastructure projects, specifically the Phelps’ roof replacement, Chick-fil-A refresh, and Tillman renovation – architect selection, and finds these projects essential for the safety, preservation and enhancement of the University’s physical assets; and

WHEREAS, the proposed projects have been thoroughly vetted with bids received and assessed for compliance, cost-effectiveness, and capability, resulting in the selection of responsible bidders for each project; and

WHEREAS, the funding for these projects has been secured through the State of South Carolina, and the administration has deemed the projects financially viable and in line with the University’s budgetary constraints and fiscal responsibility;

NOW, THEREFORE, BE IT RESOLVED that the Winthrop University Board of Trustees hereby approves the facilities and infrastructure projects as presented by the administration, specifically:

 

a. The Phelps’ roof replacement, funded by Winthrop plus insurance funds from Hurricane Helene, to be completed by Interstate Roofing, the low bidder, for $1,469,000.
b. The Chick-fil-A refresh has $600,000 of project funds from Winthrop. The sole bidder is ME Contracting with a bid of $289,285.70 with work programmed to begin June 2025. The remaining project funds will be used to purchase the kitchen equipment.
c. Tillman renovation – architect selection is state funded with $6.0 million in funding. Architect, HCM (Hord Coplan Macht), was selected through the State Engineers A&E
selection process. Requesting approval for initial program not to exceed $300,000, which
includes: building mapping/layout, space programming/meeting, building evaluation,
and cost estimate/phasing. Additional project funds are being used for material testing.

 

BE IT FURTHER RESOLVED that the Acting Secretary to the Board of Trustees shall certify that
the Winthrop University Board of Trustees approved this resolution on the 26th day of June,
2025, in a regularly scheduled meeting. Such resolution shall be maintained and publicly posted
by the Acting Secretary of the Board in a time and manner as required by law.
