April 26, 1999 Dear Educator: Every week news items appear regarding the state of education in the United States; few of the reported studies are positive in their analysis of the state of mathematics education. The State of South Carolina Commission on Higher Education has chosen to address all of these issues within the state through the funding of a series of reports comprising the "Great Expectations" program. Constructed by a committee of high school teachers, mathematics coordinators, college professors, and businesspersons, this report provides current information to all participants in the educational process. Specifically, the committee makes recommendations to improve the transition from high school to post-secondary mathematics. There are sections of the report which will be relevant to students, parents, teachers, and advisors and administrators. The committee put extensive time and careful consideration into the production of this report. Since publication resources are limited, I would like to request your consideration regarding the following:
Improvement in high school and post-secondary mathematics education will only occur if all constituencies work to improve the areas within their influence. The committee hopes that you will read the report carefully and implement as many recommendations as you can.
