Organization Conduct & Disciplinary Status
Winthrop University is committed to the health and safety of our students. To help
students make fully informed decisions about joining organizations at Winthrop University,
the following report includes information on any conduct cases involving our fraternities,
sororities, clubs, and student organizations adjudicated through the Dean of Students
Office.
A university is a community of learning that is characterized by shared respect and
a concern for the common good while in the pursuit of intellectual, cultural, personal,
and social growth. Good order is an indication that a community is achieving the goals
it has set for itself. The rules and regulations provide the basis for this order
with each individual and group member of the community supporting the well-being of
all. However, rules and regulations are useless without the values that provide the
foundation. Winthrop students acknowledge these values by affirming the Dedication for Excellence. It is important for students to think about this information as they evaluate the
integrity of the organization(s) they are considering joining to ensure they align
with the values all students commit to at the beginning of their Winthrop experience.
In accordance with the Tucker Hipps Transparency Act, the university publishes this report on actual findings of violations involving
alcohol, drugs, sexual assault, physical assault and hazing by fraternity and sorority
organizations formally affiliated by the institution (Winthrop's Recognition Guidelines). The report includes the name of the responsible organization(s); the dates of the
incident, report, charge, investigation and resolution; and a general description
of the incident and the subsequent charges, findings and sanctions placed on the organization.
The report contains any organization conduct data beginning after December 31, 2012.

Notice of Suspended Organizations
Students may NOT join organizations that have lost recognition from the University.
These organizations have been suspended by the University and inter/national organizations
because they were not upholding fraternal values and were engaging in risky behaviors
that endangered themselves and other students. Organizations under suspension are
not permitted to hold any organized activities, recruit new members, or participate
in official university activities as an organization. Students who join organizations
that are not recognized by the University are subject to referral to the Dean of Students
Office. The following groups ARE NOT recognized by Winthrop University and have lost
the privileges of a Registered Student Organization:
- Kappa Sigma Fraternity (IFC) - suspended until August 2020
- Sigma Sigma Sigma Sorority - suspended until February 2025

Organization: Pi Kappa Phi Fraternity

32. Violation of University Policies and Procedures. Failure to abide by any published University policy or procedure, including but not
limited to Interim Title IX Sexual Harrassment Policy, Social Event Guidelines for
student organizations, Membership intake/education policies for Greek-letter organizations,
and temporary or permanent health safety guidelines.
Sanctions:
- Conduct Probation - Effective December 2, 2022 through May 5, 2023. Conduct probation
is a period of review and observation during which you have been officially notified
that your conduct, although not serious enough to warrant suspension, was very inappropriate.
Subsequent violations of University rules, regulations, or policies could result in
a more severe sanction.
- Participation in a Hazing Workshop in conjunction with the Fraternity & Sorority
Life office by January 31, 2023.
- All new member education events are required to take place on campus, preferably
in DiGiorgio Campus Center, with all locations being approved by the Fraternity &
Sorority Life office.
- Adjusting chapter traditions/rituals to remove elements that would likely cause mental
distress, embarassment, and ridicule.
2021-2022 Academic Year
Organization: Pi Kappa Alpha Fraternity
Date of Incident: February 20, 2020

28. Behavior or activities which endanger the safety of oneself or others. This includes,
but
is not limited to:
- Intentionally or recklessly causing any act that creates a substantial risk of physical
harm to
others, including the incitement or influencing of others to act recklessly
- Creation of safety hazards (dangerous pranks, hanging out of or climbing from/on/in
windows, balconies, roofs, etc.) is prohibited.
- Violation of temporary or permanent published safety guidelines
- Behavior that creates a health risk to individuals or the community as a whole

VII. All new member meetings MUST be held on Winthrop’s campus or in your Fraternity/Sorority
house.
VIII. All new member meetings and activities MUST conclude by 12midnight.
- No alcohol shall be present at any new member activity or ritual of the chapter. This
includes but is not limited to activities associated with “bid night,” “big brother
– little brother” events or activities, / “big sister – little sister” events or activities,
“family” events or activities, and initiation.
Sanctions:
The chapter is suspended for five years effective June 14, 2022. Suspension is temporary
separation from the University involving denial of all student organization privileges
and
recognition. Suspension shall be entered into the student organizations permanent
record; and
shall prescribe the date and conditions upon which the student organization may petition
for
readmission. While on suspension, chapter members should not wear letters on campus
and all
current social media accounts associated with the chapter (minus alumni groups) should
be
deactivated.
Specifically:
Suspension of the privileges of a Registered Student Organization for five years –Termination of the privileges of a registered student organization is the loss of
any or all
privileges of a registered student organization.
Suspension of the registration of a Registered Student Organization for five years –Termination of the registration of a registered student organization is the discontinuation
of the
registration of the registered student organization. This means the organization can
no longer
function (reserve space, host events, bring in new members, etc.)
Organization: Sigma Sigma Sigma Sorority
Date of Incident: March 5, 2020 and October 28, 2021

- Collusion. Any action or inaction with another or others to allow, enable, or assist
with behavior that violates the Student Conduct Code or any campus policy.
- Alcohol. Alcohol violations include but are not limited to:
- The purchase, consumption, or possession of alcohol by any person under the age of
21
- The sale or transfer of alcoholic beverages to any person under the age of 21.
- Failure to abide by procedures for hosting events that serve Beer/Wine as found in
the Alcoholic Beverage Policy.
- Violations of University Policies and Procedures. Failure to abide by any published
University policy or procedure, including but not limited to Interim Title IX Sexual
Harassment Policy, Social Event guidelines for student organizations, Membership Intake
policies for Greek-letter organizations, temporary or permanent health and safety
guidelines.

Please note the following conduct is prohibited by law:
- The purchase, consumption, or possession of alcohol by any person under the age of
21.
- The sale or transfer of alcoholic beverages to any person under the age of 21. Driving
or operating a motorized vehicle while under the influence of alcohol with a blood
alcohol level above the legal limit permitted for drivers by South Carolina Law
- The public or open display or consumption of alcohol in any place not specifically
licensed for public consumption.
- Furthermore, any student or student group sponsoring social events are the hosts responsible
for complying with all applicable laws and university regulations.
In keeping with this code, consumption of beer and wine is permitted only in the following
areas on campus: in the students' rooms who are of legal age; in licensed spaces;
at University approved events and during University approved athletic events as allowed
by the tailgating policy. ALCOHOLIC BEVERAGE CONSUMPTION AT WINTHROP ATHLETIC EVENTS
AND ALL PUBLIC PLACES ON CAMPUS IS STRICTLY PROHIBITED EXCEPT AS PERMITTED IN THE
TAILGATING POLICY

Sanctions: The Lambda Gamma Chapter of Kappa Alpha Psi Fraternity Inc., has a received
a disciplinary warning and your chapter is restricted from reserving space and hosting
events in Tillman hall until January 2020. Your chapter is permitted to reserve spaces
on campus outside of Tillman Hall.
Disciplinary Warning-Disciplinary Warning involves written notice to the student organization
indicating that specific behavior or activity was in violation of this code and that
repetition of similar or other unsatisfactory behavior would likely result in more
serious disciplinary action.
Restrictions on Reservation
Your chapter is hereby restricted from reserving space and hosting events in Tillman
Hall, until January of 2020. This restriction includes:
- Reservation or use of any space in Tillman Hall for chapter related business
- Hosting or co-hosting events in Tillman Hall
- Hosting new member presentations in Tillman Hall
- Bringing new members out at another organizations event or reserved space in Tillman
Hall
2017-2018 Academic Year
Organization: Omega Psi Phi Fraternity-Psi Kappa Chapter

Specifically:
Fraternity & Sorority Social Event Guidelines
I. Registration & Security Requirements
A. Chapters who intend to host a social event with alcohol or an open social
event (outlined in Section I), on or off campus, must register the event by completing
the Social Event Registration Form a minimum of seven (7) days prior to scheduled
date of the event to obtain approval from the Office of Fraternity & Sorority Affairs.
1. Once the event is registered the Chapter must make an appointment with the
Office of Fraternity & Sorority Affairs to review expectations, discuss a risk & event
management plan, and wristbands/other related materials needed before the event can
be approved. You can request a meeting by e-mailing ofsa@winthrop.edu or calling the
Office at 803/323-2248. OFSA reserves the right to deny approval to any event.
2. Advertising - Chapters may not advertise a social event at which alcohol
will be present. (No flyers, posters, Facebook ads, Instagram Posts, Tweets, Snapchat,
etc.)

Sanctions: Social probation effective immediately until January 8, 2019 as described
in the Fraternal Conduct Board Bylaws. You must review and return a signed copy of
the Social Probation Agreement Form. It is your obligation to request further information
or interpretation of social probation from the Office of Fraternity and Sorority Affairs.
Specifically:
- Under the terms of this Social Probation Agreement, the chapter is PERMITTED to:
- Hold chapter meetings to conduct chapter business, ritual, initiate new members, etc.
Chapter meetings are typically closed to the public, with few exceptions such as an
invited speaker and alumni.
- Hold brotherhood events, closed to the public, where brothers may socialize, participate
in community service projects, etc. Alumni may or may not participate.
- Attend campus speakers or programs as a chapter, once approved by Fraternity and Sorority
Affairs. This includes events sponsored by Fraternity and Sorority Affairs or the
Department of Student Affairs.
- Host study sessions or educational workshops for members and alumni only.
- Host and participate in brotherhood retreats approved through Fraternity and Sorority
Affairs
- Host educational programs (open to the entire university community) approved through
Fraternity and Sorority Affairs.
- Host or participate in chapter philanthropies approved through Fraternity and Sorority
Affairs.
- Participate in community service with other organizations/chapters.
- Participation in Intramural Competitions.
Additionally, the following activities are CONDITIONALLY PERMITTED:
- Participation in Official/Scheduled Homecoming Activities:
- Chapter shall not have a chapter-sponsored tailgate spot prior to the Homecoming game.
- Chapter may participate in an alumni-sponsored tailgate for the homecoming game. Chapter
members may attend but are not permitted to wear letters.
Lastly, the following activities are STRICTLY PROHIBITED:
- Fraternity or sorority formals
- Wet Mixers
- Parties
- Impromptu Social Gatherings
- Hosting a formal or semi-formal function for members and dates.
- Hosting any event with alcohol.
- The chapter agrees that any events they are permitted to host must be registered with
the Office of Fraternity and Sorority Affairs.
In addition to social probation, the chapter will need to complete the following:
The Psi Kappa chapter of Omega Psi Phi must research and create a program
regarding the dangers and liabilities of working with a third party. Questions of
legal liability and responsibility for hosting and hosting when alcohol is present,
particularly information on laws in the state of SC, must be included. The presentation
must also include information on decision making as a group and using your resources
to make informed decisions. The presentation is scheduled for September 8th to be
held at 8:00 PM in Dina's Place for the NPHC all member meeting. This date and time
is subject to change with proper notification from the Assistant Director of Fraternity
& Sorority Affairs. The presentation must be reviewed and approved by the Dean of
Students no later than August 24th.
In addition to the University related sanctions Psi Kappa Chapter of Omega Psi Phi
is obligated to follow the penalties leveled by their national 6th District.
"The penalty that shall be imposed in this instance is as follows:
1. Psi Kappa Chapter has been placed on Probation until August 31, 2019;
2. Psi Kappa Chapter shall remit a $500 fine to the Sixth District by August 31, 2018;
3. During the term of the probation, Psi Kappa is not eligible for membership selection:
4. During the term of the probation, the undergraduate Brothers enrolled at Winthrop
University are expected to regularly attend Kappa Alpha chapter meetings, Sixth District
Council Meetings, the Annual Sixth District Meeting, International Grand Conclaves,
International Leadership Conferences, and International Undergraduate Summits."
Organization: Pi Kappa Phi Fraternity-Epsilon Eta Chapter

No Alcohol beverages may be purchased through or with chapter funds nor may the purchase
of same of for members or guests be undertaken or coordinated by any member in the
name of or on behalf of the chapter. The purchase or use of a bulk quantity or common
source(s) of alcoholic beverage, for example, kegs or cases, is prohibited.
OPEN PARTIES, meaning those with unrestricted access by non-members of the fraternity,
without specific invitation, where alcohol is present are prohibited.
No members, collectively or individually shall purchase for, serve to, or sell alcoholic
beverages to any minor (i.e. those under legal age).

Sanctions: The Epsilon Eta chapter of Pi Kappa Phi fraternity is on Social Probation
until January 8, 2017 and therefore not in good standing with Winthrop University.
Should any violations of the law and/or any Winthrop University policy occur in the
Pi Kappa Phi chapter house or a satellite house due to the actions of any individual
affiliated with the fraternity, including active and inactive members, and alumni,
per this agreement, the chapter will receive further charges.
Specifically:
- Under the terms of this Social Probation Agreement, the chapter is PERMITTED to:
- Hold chapter meetings to conduct chapter business, ritual, initiate new members, etc.
Chapter meetings are typically closed to the public, with few exceptions such as an
invited speaker and alumni.
- Hold brotherhood events, closed to the public, where brothers may socialize, participate
in community service projects, etc. Alumni may or may not participate.
- Attend campus speakers or programs as a chapter, once approved by Fraternity and Sorority
Affairs. This includes events sponsored by Fraternity and Sorority Affairs or the
Department of Student Affairs.
- Host study sessions or educational workshops for members and alumni only.
- Host and participate in brotherhood retreats approved through Fraternity and Sorority
Affairs
- Host educational programs (open to the entire university community) approved through
Fraternity and Sorority Affairs.
- Host or participate in chapter philanthropies approved through Fraternity and Sorority

the Office of Fraternity and Sorority Affairs.
In addition to social probation, the chapter will need to complete the following:
- A risk training program that is a combination of ASTP and The Ladder of Risk for members
of your chapter. All members of the chapter who live in the chapter house must attend
the program.
- The chapter must submit, in writing, to the Dean of Student's Office or designee,
revisions to your chapter's Risk Management policy. This revision must assure the
chapter is in compliance with the University policy.
The revisions must address procedure in regards to brothers who occupy the chapter house, as it pertains
to having guests in their rooms during social events held at the chapter house.
The revisions must include plans for how you will implement the new policies and procedures in your
chapter.
The revisions must include plans for how you will train all members under the new policies and procedures.
The revisions must include Chapter Member Expectations during social events.
Organization: Pi Kappa Alpha Fraternity-Theta Sigma Chapter

Complete a Social Event Registration form to be submitted online to the Office of
Fraternity & Sorority Affairs (OFSA) by 5:00 pm at least seven (7) days in advance
to obtain approval.
Fraternity & Sorority Social Event Guidelines
Section VII. Policies for Chapter Social events with Alcohol, Subsection A. Policies
on Alcohol and Drugs
Items:
1. The possession, sale use or consumption of ALCHOLIC BEVERAGES, while on chapter
premises or during a fraternity event, in any situation sponsored or endorsed by the
chapter, or at any event an observer would associate with the fraternity, must be
in compliance with any and all applicable laws of the state, province, county, city,

3. OPEN PARTIES, meaning those with unrestricted access by non-members of the
fraternity, without specific invitation, where alcohol is present are prohibited.
4. No members, collectively or individually shall purchase for, serve to, or sell
alcoholic beverages to any minor (i.e. those under legal age).
Fraternal Conduct Board
Section D: Sanctions, Item H. Social Probation. Social probation prohibits hosting
parties, mixers, date nights, or other functions social in nature.
The chapter was placed on social probation on Friday January 13, 2017 for the Spring
2017 semester for failing to make a chapter GPA of a 2.7 per the Interfraternity Council's
Scholarship Policy. Due to the failure to improve their chapter GPA it was communicated
on June 19, 2017 that the chapter will continue to be on Social Probation through
the Fall 2017 semester.

Sanctions: The Theta Sigma chapter of Pi Kappa Alpha fraternity is on Disciplinary
Probation until May 1, 2018, and therefore not in good standing with Winthrop University.
Should any violations of the law and/or any Winthrop University policy occur in the
Pi Kappa Alpha chapter house or a satellite house due to the actions of any individual
affiliated with the fraternity, including active and inactive members, and alumni,
per this agreement, the chapter will be held responsible and suspended from Winthrop
University for a period no less than 5 academic years.
Specifically:
Under the terms of this Social Probation Agreement, the chapter is PERMITTED to:
Hold chapter meetings to conduct chapter business, ritual, etc. Chapter
meetings are typically closed to the public, with few exceptions such as an invited
speaker and alumni.
Hold brotherhood/Sisterhood events, closed to the public, where brothers/sisters may socialize, participate in community service projects, etc. Alumni may or may
not participate.
Hold separate alumni/alumnae events on campus, designed specifically for the intention of alumni/alumnae relations.
Attend campus speakers or programs as a chapter. This includes events sponsored
by the Office of Fraternity and Sorority Affairs or the Department of Student Affairs.
Host study sessions or educational workshops for members and alumni only.
Host educational programs (open to the entire university community) approved
through the Office of Fraternity and Sorority Affairs.
Host or participate in chapter philanthropies.
Participate in community service with other organizations/chapters.
Additionally, the following activities are CONDITIONALLY PERMITTED:
Participation in Intramural Competitions given that the Chapter does not
participate in any Co-recreational sports with another organization.
Participation in Official/Scheduled Homecoming Activities:
Chapter shall not have a chapter-sponsored tailgate spot prior to the Homecoming
Game.
Lastly, the following activities are STRICTLY PROHIBITED:
- Receiving chapter-wide invitations to social events. These events include, but are
not limited to:
- Fraternity or sorority formals
- Mixers
- Parties
- Impromptu Social Gatherings
Any other function that would be deemed social in nature
- Participation in Official/Scheduled Greek Weekend activities.
- Hosting a formal or semi-formal function for members and dates.
- Host recruitment events for potential new members (non-affiliated, eligible Winthrop

The chapter agrees that any events they are permitted to host must be registered with
the Office of Fraternity and Sorority affairs, hosted on campus, and reserved through
Winthrop University's space reservation program.
In addition to social probation, your chapter will need to complete the following:
- A risk training program with an external, certified expert (ASTP, TIPS, recommendations
with consultation with PIKE national's Health & Safety Staff member, etc.) at the
chapter's expense. The expert or host of the program must be approved by the Dean
of Student's Office at least two weeks before the program.
- Notify Amber Jolly or Alicia Marstall as soon as you have scheduled your program
- This program must be hosted on campus
- The chapter must submit an updated chapter roster no later than two weeks before the
date of the program and 95% of your chapter must attend the program.
- A designee from the Department of Student Affairs' must be present at the program
and take attendance. They will be present to check each member into the program (members
must bring their WU IDs and sign in)
- A written evaluation detailing what the program was, how the chapter responded to
it, and how the program will help the chapter better implement risk procedures must be submitted to the Office of Fraternity and Sorority Affairs no later than two weeks
after completion of the risk training program. The evaluation must be no less than
two pages, size 12 font, and must be signed by each member of your executive board/council.
- The chapter must submit, in writing, to the Dean of Student's Office or designee,
revisions to your chapter's Risk Management policy. This revision must bring the
chapter into compliance with the University policy.
- The revisions must include plans for how you will Implement the new policies and procedures in your
chapter

Incident Description: Information was provided to the University and South Atlantic
Regional Director of Alpha Kappa Alpha Sorority, Inc. of an allegation that members
of the Mu Xi chapter were meeting in secret with candidates scheduled to start the
membership intake process in the Fall semester 2012 which is a violation of the National
Organization's intake process as well as Winthrop University's National Pan-Hellenic
Council Intake Policy. The university also was made aware of additional alleged Membership
Intake Process violations. In November 2012, the University then received reports
of subsequent events where some chapter members were involved in verbal and physical
altercations.
Charges: Violation of the Alpha Kappa Alpha Sorority, Inc.'s anti-hazing policy and
for breach of the Soror Code of Ethics.
National Organization conducted an on-campus investigation working jointly with the
University
Sanctions:The University supported the National Organization's suspension of the chapter
on May 6, 2013 for a maximum period of two years. Suspension means that will not be
a chapter presence on the campus of Winthrop University for the duration of the suspension.
Suspended chapter members cannot identify themselves as members of Alpha Kappa Alpha
Sorority and will be required to request reinstatement after completing the suspension
period. The sponsoring graduate chapter will be required to request the chapter's
restoration to active status upon the completion of the suspension.

12, 2016 and returned to active status from the Regional Director on February 17,
