Background
Information For The Resolution To Revise Student Fees For Spring Semester
2002
Attached
is a resolution to readjust student fees for the Spring semester
2002. At its meeting in June 2001, the Board of Trustees
approved fees based on versions of the Appropriations Act passed
by the Senate and the House of Representatives. Both of
these versions of the Act contained significant reductions in
appropriations for higher education.
Also at
the June meeting, the full Board gave the Executive Committee
the authority to make any changes to the 2001-2002 student fees
after final legislative action was taken.
In
July, the Governor vetoed those sections of the Appropriations
Act that contained most of the reductions for higher education.
As a
result of the vetoes, on July 27, 2001, the Executive Committee
approved a reduction of $100 for a full time undergraduate
student for the Fall semester only
In
November, the Board approved the budget for the University.
At the same time, the Budget and Control Board rescinded four
percent ($1,042,107) of the University’s 2002 appropriations.
An additional two percent ($521,053) rescission is anticipated
in February.
This
Spring semester 2002 proposed fee readjustment of $100 for a
full time undergraduate student is necessary to generate
additional revenue to offset the current and anticipated
appropriation reductions and restores the level of fees which
the Board had approved at the June 2001 meeting.

RESOLUTION TO REVISE
STUDENT FEES FOR SPRING 2002
WHEREAS, the respective Boards of Trustees at state
institutions of higher learning are empowered to determine
student fees, and
WHEREAS, the Board of Trustees at
Winthrop University has examined the fee structure at Winthrop
University; and
WHEREAS, the Board of Trustees has
examined the projected resources and projected commitments for
2001-2002; and
WHEREAS, the State Budget and
Control Board has directed a rescission of four percent of
Winthrop’s appropriation for 2001-2002; and
WHEREAS, an additional two percent
reduction is anticipated in February 2002; and
WHEREAS, the members of the Board of
Trustees recognize their fiduciary responsibility to ensure that
the University’s budget strikes a balance between actual
resources and commitments;
THEREFORE BE IT RESOLVED that the
revised fee schedules for Spring 2002 be adopted by the Winthrop
University Board of Trustees.
