Budget Update

Dear Colleagues,
The S.C. General Assembly has concluded its regular legislative days for 2011, but the legislative work for the year is far from finished. As the gavel fell, two key items of legislation have not been finalized, and each bill will await a conference between House and Senate to reach respective compromises that hopefully will be ready for consideration in an additional General Assembly session starting June 14:
• H. 3700 is the main state budget appropriations measure (containing Winthrop’s operating base for the fiscal year beginning July 1, lottery technology allocations, etc.)
• H. 3701 is the Capital Reserve Fund appropriations measure (containing one-time funds designated for use in campus maintenance.)
Given this situation, Winthrop will continue to monitor any conferee meetings, while also working on our own allocation plan for the fiscal year that begins July 1. We will be prepared to brief our trustees on the status when they meet next week. Meanwhile, since there likely will be considerable news reports generated by the end of the regular session, I just wanted to let you know where appropriations matters stand as they relate to Winthrop. As always, we will continue to keep you posted as developments warrant.
