John M. Spratt, Jr. served in the United States Congress from 1983-2011 as the representative of the Fifth District of South Carolina. Spratt served as Chair of the US House Committee on the Budget and as the second ranking Democrat on the US House Committee on Armed Services. In addition to his committee service, Professor Spratt co-chaired the Textile Caucus, the Bearing Caucus, and the Nuclear Energy Caucus.
