The Office of Sponsored Programs and Research (SPAR) serves the faculty, students, and staff in seeking and administering external funding for research, instruction and outreach programs, and assists the university Research Council in the administration of internal research funding. Pre-award responsibilities include identifying potential program sponsors, obtaining and interpreting current program guidelines, reviewing proposal submissions, and tracking the status of submitted projects. The director serves in an ex-officio capacity on the Research Council, Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), and the BioSafety Committee.
In addition, as a post-award office, responsibilities include assisting faculty in the administration of awarded programs, preparing and/or reviewing financial reports for submission to the sponsor agency, assisting in external and internal audits of programs, and processing the draw down of funds from sponsors. This office serves as the repository for grant files and protocols acted upon by the IRB, IACUC, or BioSafety Committees. Office personnel prepare the Statement of Federal Domestic Assistance and the Facilities and Administrative Cost Rate, and serve as the reporting agent to the Office of Grants Services, and the SC Budget and Control Board.
